Lump sum taxation month in September

Association for the Development of Entrepreneurship from Niš, in cooperation with NALED, will organize a “Lump-sum taxation month” in September. During this month, all entrepreneurs in Serbia, their associations, representatives of relevant institutions and the expert public will be invited to nominate their solutions for improving the lump-sum taxation system. 

Recommendations will be collected via website www.jpd.rs, within round tables and other communication channels designated for the public campaign within the four-year Public Private Dialogue for Growth Project. The project is funded by the U.S. Agency for International Development (USAID), and implemented by NALED since early 2018.

"The aim of public consultations is to engage all relevant stakeholders in the process of proposing and formulating the reform, particularly the ones affected by reform. We are certain this is the only way to reach the best possible solutions which would encourage entrepreneurship and legal operations, cut the red tape and administrative burden for the state and the businesses, and result in an increased number of entrepreneurs. We are pleased about the major interest shown by the public and we expect a lot of good proposals from various sectors, the citizens and all other stakeholders. We are glad that out first goal has already been achieved – regulations will not be changed through urgent procedures or without an adequate public debate" – said Milivoje Jovanović on behalf of the Association for the Development of Entrepreneurship and the non-government association ENECA which helped more than 2,500 entrepreneurs in starting their business.     

Association for the Development of Entrepreneurship and NALED initiated the first public consultations on the topic in early June, with the Symposium of Organizational Sciences at Zlatibor. No one dealt with this topic for years, even though it affects many new businesses, particularly small ones. Within the round table that brought together students, IT people, entrepreneurs in the lump-sum taxation system and state institutions representatives, it was identified that the key issues of the existing system refer to complicated administration, imprecise criteria for determining the amount of tax, unpredictable costs and possibility of abuse. The initial proposals have already been communicated in the public, but public consultations are continued within the “Lump-sum taxation month”.

"What we aim to achieve is stop the practice of having entrepreneurs waiting for months to receive a decision on the amount of tax, but to receive the decision immediately. We would also like to enable a practice where they would pay all taxes and contributions to a single account, with one payment order instead of four, obtain electronic certificates on paid taxes in real time, be continuously entitled to healthcare and pension insurance. We also believe that those who earn less than a minimum salary should be assigned a lower tax burden" – says Jelena Bojović, NALED Policy Director.

The “Lump-sum taxation month” will serve as an opportunity to engage in an open discussion and identify the best ways to overcome the problems with lump-sum taxation system, and reach solutions which would be appreciated by all stakeholders (entrepreneurs, employees and the state) and take into consideration the specific characteristics of various lines of work.
