E-Government Development over the next three years

The third workshop of the Coordination Council for E-Government aimed at developing the E-Government Development Program 2019-2021 was held on 28 and 29 March in Vršac. The E-Government Development Program is planned to strategically guide the development of electronic administration during the next three years, and it represents the first public policy document that will be entirely developed in line with the Law on Planning System.

The workshop was opened by PhD Mihailo Jovanović who presented the ongoing projects in the field of e-government, with special focus on the improvement of the Law on General Administrative Procedure, and the adoption of electronic forms for requests for accessing public data (ZPSE forms). The first day presented the results of Еx-post impact analysis of the E-Government Development Strategy for the 2015-2018 period, as well as the plan of implementation of the Ex-ante impact analysis of E-Government Development Program for the 2019-2021 period. 

The second day of the workshop, Svetlana Jovanović presented the project for developing Enterprise architecture of electronic government and the plan of reform of office operations and the graphic view of business processes in public administration. The workshop also presented the Program goals - the Development of infrastructure in E-Government and ensuring interoperability, Improving legal certainty in using E-Government, Improving availability of E-Government to citizens and businesses by improving user services, and Open data in E-Government. The workshop participants then defined, amended and added new activities aimed at fulfilling the Program goals.

The Coordination Council for E-Government is a body established by the Government of Serbia with the aim of harmonizing activities for the development and implementation of strategic acts relevant for E-Government. The work of this body is coordinated by the Office for IT and eGovernment with the support of NALED, and the development of the first strategic document - E-Government Development Program 2019-2021, will be monitored through a unified information system for public policies developed by the National Public Policy Secretariat. A consultative process will also accompany all stages of development, in order to involve all interested parties in the process.
