Ask when we will get rid of redundant papers

Paper administration and contact via counters still remain a firmly established practice in Serbia, causing practical problems for citizens and businesses, preventing them from exercising their right in a fast and easy manner, and above all, it generates unnecessary costs in terms of money, time and space for storing physical documentation. 

Using the website www.pitajtekada.rs, until 1 October, the citizens may propose and vote for procedures involving excessive paperwork, and ask the line institutions when the administration will be eased of unnecessary papers. The proposals that receive the highest number of votes will be processed within NALED's Grey Book of regulations and submitted to the Government of Serbia and line ministries, who will be asked to provide a specific answer. NALED will monitor the work of institutions and report on their readiness to make further steps towards a paperless administration, without waiting in lines. 

The campaign “Ask WHEN” is part of the project “Towards a Paperless Administration” aimed at improving the electronic administration in Serbia, which would enable faster, safer and cheaper public services for the citizens and businesses.

The project provides support in developing 12 by-laws to the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business. The adoption of this law in October 2017 and the legal equalization of e-document with its paper counterpart were the first step towards improving the regulation governing electronic business and electronic communication among the public administration, citizens and businesses. In order for this Law to entirely function in practice, it is necessary to adopt by-laws which will be developed within the project and govern in more detail the electronic storage of documents, authentication schemes, qualified electronic signature in the cloud, and other trust services.
