Two million citizens of Serbia become ePatients next year

By developing more than 20 new electronic services, the state will try to introduce about two million citizens of Serbia into the electronic healthcare record system by the end of 2023, so that they become ePatients and are able to access the services of health centers and hospitals electronically. It is expected that next year they will schedule up to 50 million services through the eHealth portal and mobile applications, and thus get the desired overview faster.

The action plan for 2022-2023, which was adopted by the Government of Serbia at the last session, also plans to establish an electronic health card by the end of the year, and from next year, thanks to the eSickLeave system, patients will not have to go to the chosen doctor for remittances, as the whole process takes place online.

Both the patient and doctors from various institutions, state and private, which patients visit, will have an insight into the unique eHealthRecord, registered diagnoses and prescribed medications. The entire history of treatment will be united in one place, which will help a more efficient exchange of data between general practitioners and specialist doctors.

- One of the first steps towards the introduction of eHealthRecord and full digitalization will be the installation of a new modern ISIS platform, and in order for the system to fully function, it is necessary to connect it with private and military health institutions, which have not been part of this system. The goal is for the improved ISIS to be used by up to 30% of hospitals by the end of the year, and for the remaining health care institutions to be included in 2023 - says Jelena Radnović Vukčević, Head of the Health Unit at NALED, which will monitor the implementation of the action plan and inform the public about the results, through CHISU project supported by USAID.

Among the 18 measures of the action plan for the implementation of the Health System Digitization Program, there is the introduction of eReferrals issued by specialist doctors, solving problems of appointments and instructions without appointments, as well as the introduction of unique registers for electronic monitoring of prescriptions and drug consumption, immunization, bedridden diseases. findings and discharge lists. Institutions will also be able to exchange information on births and deaths, genetic predispositions, etc.

For the first time, artificial intelligence will be applied in our health care, which will contribute to more efficient processing of a large amount of information in radiological diagnostics, and the treatment process should speed up the automated interpretation of laboratory results.

The Action Plan for the implementation of the Digitalization Program in the health system is divided into five specific objectives, and the main goal is for the digitalization process to ensure better, more efficient and more accessible health care through safe use of electronic services. Overall success in the implementation of all activities will be measured by progress on the Global Health Digitization Index.

More than 60 experts participated in the development of the Digitization Program of the Health System of the Republic of Serbia for the period 2022-2026 on behalf of the Working Group of the Coordination Body for Digitization in the Health System, under the leadership of the Prime Minister's Office and the Ministry of Health. And participation of the Ministry of Defense, Ministry of Finance, Office for IT and eGovernment, National Public Policy Secretariat (NPPS), Republic Health Insurance Fund (RHIF), Institute of Public Health "Dr Milan Jovanovic Batut", ALIMS, numerous chambers of employees and institutions in the health system, patient associations, NALED and other business associations. The development of the Program and the accompanying Action Plan was supported by the United Nations Development Program (UNDP) and the USAID-funded CHISU project.
