Recommendations for improving the position of prosumers in Serbia adopted

Improving the position of producers-consumers (prosumers) and creating stable and predictable financial conditions that will motivate them to engage in the production of electricity for their own needs by installing solar panels and at the same time contribute to the achievement of energy efficiency, was the focus of the round table organized by NALED. On that occasion, 15 recommendations were established, which will soon be presented to the public, and whose implementation could facilitate the position of consumers and ensure better treatment by competent institutions.

Defining the recommendations is an integral part of the project "Encouraging the production of electricity from own sources and improving the position of prosumers" as part of the Better Energy project, which is actively implemented by the U.S. International Development Agency (USAID).

- In the past period, the concept of prosumer has been significantly undermined and questioned, the public often debated about the profitability of embarking on this venture, and the need to examine their position in detail was imposed, to formulate a series of recommendations through a constructive dialogue of all relevant participants, which will be shared with the public soon. We have put a special focus on residential communities, studying how to activate them through the prosumer institute, and we also want to encourage building residents to start producing electricity from renewable sources - said Jasmina Radovanović, head of Property and Investments Unit in NALED.

Rade Mrdak, Adviser in the Ministry of Mining and Energy, presented the latest amendments to the Law on Renewable Energy Sources, which have recently entered into force. According to him, the main reason for those changes is the intention to maintain a balance between two important interests - to have as many new sources of energy as possible, and on the other hand, not to jeopardize the security of the system and the supply of electricity.

Jelena Rančić, a consultant at NALED, presented the results of the latest research, which included responses from current and potential consumers, as well as local governments. What are the key objections to the connection of the facilities, the duration of the administrative procedure, sources of financing, familiarity with the conditions for acquiring the status of prosumer are just some of the topics on which the respondents declared.

The round table brought together a large number of relevant actors, including representatives of EDS, EPS, the Faculty of Electrical Engineering, the private sector, representatives of prosumers, donors and independent experts. It was concluded that the united efforts of all interested parties are needed to solve the observed problems, along with timely informing citizens about all the benefits and challenges on the way to acquiring the status of prosumer.

As a reminder, Serbia, as a candidate for membership, undertook to fulfill the EU Directive on renewable energy sources, which set the goal of reaching a share of renewable sources of at least 32% by 2030.
