Goran Pitić appointed the President of FCA for the second time

Goran Pitic, President of the Board of Directors in Societe Generale Bank was elected the President of Fair Competition Alliance within its session organized on Monday, 10 September 2018 in NALED.

The Vice President position has been kept  by Vladimir Tipsarević, recently appointed the Public Relations and Communication Director in Coca Cola HBC Serbia. By the votes of the present members, the second Vice-President position will be occupied by Igor Lončarević, Partner and Head of Tax and Legal Affairs at KPMG.

The election session was also an opportunity to vote for the work priorities. Out of the total 25 companies in the Alliance, 17 had their representatives voting, selecting the following top five priorities:

  1. Adoption of the National Program by the Government and the development and adoption of the Action Plan for 2019.
  2. Finalization of the Draft Law on Fiscalization to improve the system of fiscalization and extend the scope of fiscalization
  3. Nomination of 100 administrative procedures for optimization and digitization with the aim to reduce the administrative burden on legally operating businesses
  4. Launching the e-inspector system for four pilot inspections - market, administrative, sanitary, labor
  5. Reform of para-fiscal charges - finalization of the Draft Law on Fees for the Use of Public Goods

The Alliance will also focus on activities related to a comprehensive analysis of the national inspections capacities for supervision activities, analysis of possible reduction of salary taxes and contributions in cooperation with the IMF, support for the implementation of Tax Administration transformation, and finalization of the Draft Law on Public Procurement.

The announced priorities of the Alliance will serve as a basis for preparing a new Action Plan for the implementation of the National Program for Countering Shadow Economy.

As a reminder, the Fair Competition Alliance was established in April 2014 by NALED NALED and socially responsible companies, the largest employers and taxpayers in Serbia. The aim of the Alliance, as one of the working bodies of NALED, is to assist the Government in defining and implementing concrete measures and policies for establishing fair competition and countering shadow economy, as well as raising awareness among citizens and businesses about the causes and consequences of illegal business and trade.

At the initiative of the Alliance for Fair Competition, in December 2014, the Government of Serbia formed the Coordination Body and Expert Group to develop the first comprehensive strategic program for combating shadow economy. At the end of 2015, the Government of Serbia adopted the National Program for Countering Shadow Economy. The Alliance is part of the government's Expert Group on Countering Shadow Economy, which includes representatives of line institutions - ministries of finance, economy, justice, state administration, interior and commerce, tax administration, customs administration, inspection bodies, National Public Policy Secretariat.
