The second session of the Property and Urbanism Alliance

At the second session of the Property and Urbanism Alliance, held on 20 September  2018 at Erste Bank, the members adopted a long-term action plan to guide further work, as well as the mechanisms for its implementation in 6 areas: cadaster reform, harmonization of regulations in the field of property and urbanism, protection of property rights and their holders, improvement of the collection based on property, improvement of availability of information on securities, as well as support in further EU integration process and improvement of Serbia on the World Bank’s Doing Business List.

By the votes of members, the following activities were selected as the top five priorities the Alliance will work on in the coming period:

  1. Adoption of amendments to the Law on Planning and Construction
  2. Publication of the Guide on Cadaster Registration
  3. Preventing the seizure of property from owners under the disputed provisions of the Law on Cooperatives
  4. Examination of the grounds for seizure of previous coooperative-owned property from newly established cooperatives
  5. Digitization of enforcement proceedings
  6. Establishment of a unified legal framework for pledge and introduction of online pledge registration on all assets

The session was also attended by representatives of the Republic Geodetic Authority Gordana Zorić and Marija Rašković, who presented novelties regarding the reform of cadaster registration. The meeting participants also agreed on the timeline for further activities, and formed more specific working groups within the Alliance, one of which will be involved in the preparation of the Cadaster Guide, as the first publication issued under the auspices of the Alliance. The Property and Urbanism Alliance was formed in May this year and has so far been joined by 27 members from four different sectors: businesses, local governments, expert chambers and state institutions. The Presidency consists of Erste Bank, the Chamber of Public Enforcers and the City of Sremska Mitrovica.
