The National Alliance for Local Economic Development (NALED) is conducting a procurement procedure for the electronic registration software  of seasonal workers for the needs of the Ministry of Finance - Tax Administration, as part of the project "Increasing Employment Opportunities of Seasonal Workers", funded by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, and in this regard announces:

PUBLIC CALL

FOR SUBMITTING OFFERS FOR THE PROCUREMENT OF SOFTWARE WITHIN THE PROJECT “INCREASING EMPLOYMENT OPPORTUNITIES OF SEASONAL WORKERS” 

 

  1. SUBJECT OF PROCUREMENT

The subject of procurement is the development of software within the project "Increasing employment opportunities for seasonal workers" and implementation of the Law on Simplified Work Engagement for Seasonal Jobs in Selected Areas for the Ministry of Finance - Tax Administration.

  1. CONDITIONS FOR PARTICIPATION IN THE PROCEDURE

All interested legal entities that meet the mandatory requirements for participation in the procedure have the right to submit offers. The bidders are obliged to submit the offer together with appropriate evidence of eligibility, in the manner specified in the Tender Documents.

The public presentation of the project and the public call for software procurement will be held on Wednesday, 8 August at 1 pm at NALED premises, Makedonska 30, VII floor, Belgrade. Participation in the public presentation should be confirmed at the email address naled@naled.rs.

  1. BID ASSESSMENT CRITERIA

The evaluation of the submitted offers will be made using the following criteria:

  1. Technical characteristics: 80 points;
  2. Price offered: 20 points.

The documentation provides detailed information on the language of the tender, the manner of bid submission, participation in the public tender opening process, the deadline for making the decision on the selection of the most favorable bidder, the contact person for providing additional information, the validity period of the bid, the acceptability of the bid, price and financial security.

  1. DEADLINE FOR SUBMITTING BIDS

Bids must be submitted in one of the ways foreseen in the tender documents, no later than August 20, 2018 by 24:00 h local time, regardless of the method of submission (electronically or in paper form).

  1. THE PLACE, TIME AND METHOD OF OPENING BIDS

The public opening of the submitted bids will be held at the premises of NALED, 30 Makedonska street, Belgrade, shortly after the deadline for submission of bids, i.e. on 21 August 2018 at 13.00.

 

FREQUENTLY ASKED QUESTIONS AND ANSWERS (FAQ)

  1. Since this is not a classic public procurement, in the case of a joint tender, is it necessary to submit a signed Consortium Agreement?

The Tender Documents do not explicitly require that a joint bid be submitted with a copy of the concluded consortium agreement. Accordingly, the failure to provide a copy of the contract in question does not constitute a ground for rejecting such an offer as inadmissible. However, if the tender is submitted by a group of bidders, a consortium agreement must be enclosed so that it can be determined unequivocally that it is a joint tender (and not a tender with the contractor), and that the selection committee can more easily consider the role of each of the participants in a joint bid. Please note that, regardless of the submission of a copy of the consortium agreement, in the case of a joint offer, there is an obligation for each of the members to submit the completed Form 1 – Bidder details, as well as to indicate who the  consortium leader (which is explicitly stated on page 9. Bidding Instructions).

  1. Do all consortium partners or only the consortium holder submit financial statements for 2015, 2016 and 2017?

In the case of a joint offer, the condition regarding financial capacity (minimum income of € 1,500,000.00 for the last three fiscal years) must be jointly fulfilled by all members of the consortium. Accordingly, the financial statements for 2015, 2016 and 2017 are mandatory for all members of the consortium.

  1. The Bid Guidelines define that bids must be submitted by 08/20/2018. In case of electronic submission, a deadline of 24 hours is defined. We are interested by what time an offer can be submitted in case only a hard copy is submitted?

If the bid is submitted in hard copy, the bid must be submitted to NALED no later than 5pm on Monday, 20 August 2018 – within NALED's working hours. This implies that the offer must arrive at NALED reception by the stated date, whether delivered in person or by mail.

  1. The requested references refers to portal projects in line with the following:

"portals designed to provide data from a variety of sources (external systems) through APIs, which ensure consistent treatment of functionality and unified procedures, controlled access to heterogeneous applications and databases, and processing of specific user requests. In addition to the above functionalities of collecting and displaying information from various sources, the portal solution should also provide general information to users. ”

Could you explain in more detail the following formulations: „ensure consistent treatment of functionality and unified procedures” and“the portal solution should also provide general information to users.”

It would be sufficient to display a solution which successfully communicates with external APIs (one or more) and resolves problems with current unavailability of APIs (retry, rollback transactions, notifying users about potential unsuccessful attempts etc.). The solution should display the collected data in a uniform manner and aligned with other functionalities."

  1. If the above mentioned references are provided by a foreign investor, is it sufficient to submit certificates in English or is it necessary to provide a translation?

In accordance with point 6 of the Instructions for Bidding, bidders shall submit bids in Serbian language. This implies that the offer, as well as all accompanying documentation, must be provided in Serbian. If any of the annexes to the tender is originally created in a language other than Serbian, a translation into Serbian must also be submitted.

  1. Is it necessary to submit financial statements for 2015, 2016 and 2017, as they are publicly available on the website of Business Registries Agency (BRA)? If so, in what form exactly, since they are submitted to BRA electronically?

Bidders are required to submit financial statements for 2015, 2016 and 2017 with the tender, which is explicitly stated on page 5, Instructions for the preparation of tenders, under item 7 - Method of submission of tenders. If a bidder chooses to submit the tender in hard copy, copies of the financial statements shall also be submitted in paper form as a piece of evidence in the envelope A - Technical Specification. If a bidder submits the bid electronically, all enclosures, including the financial statements, shall be submitted in the form of an electronic document, in pdf format, signed by a qualified electronic signature of the bidder's authorized representative.

  1. The technical specification, in Chapter 1.1.1 Accessibility and Connectivity, states that the Portal should provide external web services available to external users, primarily for the purpose of developing a mobile application. Nowhere in the rest of the document were we able to find the specification of the web services mentioned. Who and when will define the web services mentioned? Also, will these web services be available for third-party application development or will they serve solely for the purpose of the mobile application developed by the executor as defined in Chapter 7?

The structure of external web services and their number will be defined by the contractor in the process of internal analysis and development, and according to the needs of the contractor to ensure the functioning of the mobile application within its software and framework. The REST standard for the webservice format is recommended, with standard token authentication. These are web services primarily intended for communication with the mobile application. At this time, it is not anticipated that additional third-party applications will be developed, but it may be that a smaller number of simple web services will be required to receive feedback from other services.

  1. The mobile application is required to be implemented in appropriate native technology. On the other hand, the development of the portal also allows the use of other technologies beyond the recommended ones. Is it possible to apply a similar principle to the development of a mobile application (use of other technologies), specifically hybrid technology, since the application description does not require the use of any specific phone hardware resources that might require the use of native technology.

It is insisted that applications are made in native technologies.

  1. The orders and applications are requested to bear the official names of the portals and institutions in charge of this area (section 7.1 of the technical specification). What are the concrete institutions in question?

The exact names of the institutions will be provided in a timely manner to the selected contractor. This is not a crucial information, we believe that the availability of this information at this time cannot affect the estimate of the project price.
