NALED Assembly 2025: Session and Voting Materials

The digital session of the 19th Annual NALED Assembly was held from 20 to 26 May via NALED's electronic platform. All members and partners had the opportunity to review materials and participate in the annual survey to vote for NALED's priorities, until May 26 at 12 p.m.

53,2% of 293 full members with the right to vote, ie 156 companies, local self-governments and civil society organizations, have voted on the agenda. The vote fulfilled and far exceeded the conditions for decision-making, participation of at least one third of full members in the Assembly, and all decisions were made with the necessary quorum without votes against (below is a detailed overview of voting by points).

A total of 122 members took part in this year’s annual membership survey. Almost all respondents confirmed that NALED can count on their continued support in the period ahead. Among the key priorities identified were: improving the quality and transparency of the regulatory process, reducing the shadow economy, advancing eGovernment and eBusiness, and strengthening public finance management. The results of the vote were officially presented at the ceremonial closing of the Assembly, held on May 27 at 5 PM at the Hyatt Regency Hotel in Belgrade – explore the news article, photo gallery, and event video.

1. Decision on the appointment of the Assembly Chairman 

The Managing Board proposes that this role continue to be performed by the current Assembly Chairman - Dragan Penezić, Director of Regulatory Affairs at BAT.  The decision on the election of the chairman was adopted with 156 votes in favor, no abstentions and no votes against.

2. Proposed agenda 

The proposed agenda of the Assembly includes an electronic session during which members vote on key decisions, reports, and future priorities (survey), as well as the formal conclusion of the Assembly. The proposed work program was adopted with 156 votes in favor, no abstention and no votes against.

3. Minutes from the previous Assembly session 

The minutes from the previous session contain details of the decisions made by the NALED Assembly in 2024. The minutes was adopted by with 155 votes in favor, 1 abstention and no votes against.

4. Financial reports for 2024.

According to the report of the BDO independent auditing company, the attached financial reports (balance sheet and balance statement) present truthfully and objectively, in all material respects, the financial position of the Association as of December 31, 2023 and the results of its operations for the year ending on that day, in accordance with the accounting regulations valid in the Republic of Serbia. Total revenue generated in 2024 amounts to RSD 694,542,000 (13.3% more than the previous year), while the unallocated net surplus of income over expenses is RSD 226,756.27. The reports on financial operations in 2024 were adopted with 151 votes in favor, 5 abstentions and no votes against.

5. Report on NALED activities in 2024/25 and Strategic plan implementation

NALED’s Strategic Plan for the period 2022 to 2025/26 outlines 12 program goals, grouped into two key areas: 1) Improving public policies and services, and 2) Fostering territorial development and EU integration. Out of 166 outcomes and activities planned by 2025/26, nearly two-thirds (64%) were fully or partially achieved last year, while progress is underway on an additional 18% of the planned results. The report on the work for 2024/25 and the implementation of the strategic plan was adopted with 155 votes in favor, 1 abstention and no votes against.

NALED’s annual survey gives members the opportunity to share their views on the business environment, reform priorities, and the organization’s work and results, as well as to provide concrete suggestions for improving future activities and cooperation.
