NALED Assembly: Meeting Materials and Voting

The digital session of the 20th regular and 9th electoral Assembly of NALED was held in the period from May 8 to 15 through NALED`s electronic platform. All members and partners had the opportunity to view the materials and participate in the annual survey in order to influence the priorities of NALED, until May 15 at 12 noon.

71% of the 280 full members with the right to vote, ie 199 companies, local self-governments and civil society organizations, expressed their opinion on the items on the agenda. This fulfills the decision-making conditions, which imply the participation of at least a third of full members at the Assembly, and all decisions were made with the necessary quorum without votes against (below is a detailed overview of voting by points).

The voting results were presented as part of the ceremonial closing of the Assembly, on May 18 at 5 p.m. at the Hyatt Regency Hotel in Belgrade - see the news, photo gallery and video from the event.

The Managing Board proposes that the current Chairman — Dragan Penezić, Director of Regulatory Affairs at BAT — continues in this role. The decision on the election of the Chairperson was adopted with 197 votes in favor, no votes against, and 2 abstentions.

According to the report of the independent audit firm BDO, the attached financial statements — the balance sheet and income statement — present fairly and objectively, in all materially significant respects, the financial position of the Association as at 31 December 2025 and the results of its operations for the year then ended, in accordance with the accounting regulations in force in the Republic of Serbia. Total income generated in 2025 amounted to EUR 5.93 million, while the undistributed net surplus of income over expenses was EUR 2.554. The Financial Report for 2025 was adopted with 192 votes in favor, no votes against, and 7 abstentions.

Proposal for the Improved NALED Statute ?

In consultation with the Managing Board, NALED’s Executive Office prepared improvements to the Statute in line with the organization’s new strategic orientation and development, including a more precise definition of the mandates and election of governing bodies in order to ensure broader representation of the membership. Since these are largely technical and normative amendments aimed at improving the document’s clarity and legal precision, all key and substantive solutions from the previous period — including the internal organizational model and the fundamental principles governing the Association’s work — have been retained in this proposal The Proposal for the Improved NALED Statute was adopted with 192 votes in favor, no votes against, and 7 abstentions.

Activity report and Strategic Plan implementation 2025/26 ?

NALED’s Strategic Plan for the period 2022–2025/26 included program objectives grouped into two areas: (1) improving public policies and services, and (2) advancing territorial development and EU integration. In the final year of implementation, 120 out of 151 planned results and activities were fully or partially achieved, accounting for 79.5% of the Strategic Plan. Ten results and activities, or 6.6%, were not achieved, while 21 results, or 13.9%, were postponed to the next strategic cycle. Beyond the planned activities, nine additional results were also delivered.

Detailed reports on the activities and results achieved in the previous year, including an overview of the implementation of the Strategic Plan throughout the past strategic cycle, are available below. The Report on the implementation of the NALED Strategic Plan for 2025/26 was adopted with 193 votes in favor, no votes against, and 6 abstentions.

Based on conducted surveys, internal and external analyses, and broad consultations with members, partners, and other key stakeholders, NALED’s Executive Office prepared a proposal for the Association’s new Strategic Plan. In the period from 2026 to 2030, the Plan should contribute to strengthening business competitiveness and economic integration with the EU through the active participation and cooperation of the private, public, and civil sectors. The proposed Strategic Plan envisages 12 program objectives within two strategic pillars: (1) strengthening the capacities of businesses for responsible, sustainable, and innovative operations, and (2) modernizing public administration and improving the regulatory framework for doing business. The Proposal for the NALED Strategic Plan for the period 2026–2030 was adopted with 191 votes in favor, no votes against, and 8 abstentions.
