July report on regulatory reform status

Regulatory stagnation in all areas continued in July, bearing in mind that the Government has not yet been formed after the national elections held in June this year. In the monthly report on the status of regulatory reform in Serbia, we provide an overview of key changes in laws and bylaws from July, according to the areas in which there were changes, including relevant acts adopted to mitigate the negative effects of COVID-19 on businesses.

In this report, the key changes include:

  • In the last two weeks of July, the Office for IT and eGovernment launched an online platform for submitting applications for determining the environment protection and improvement fee for 2019 and 2020 on the Local Tax Administration portal;
  • The Rulebook on Preventive Measures for Safe and Healthy Work to Prevent the Occurrence and Spread of Epidemic of Infectious Diseases stipulates that employers are obliged to adopt the Measures Implementation Plan by August 11, 2020, after which the Labor Inspectorate began inspections. As of the time of compiling this report, about 430 controls have been performed, and as many as 90% of the monitored entities acted in accordance with the regulations and adopted the Measures Implementation Plan;
  • The long-awaited draft Rulebook on the procedure of registration in the cadastre is in the process, which brings important innovations such as electronic delivery of documents, initiation of the procedure at the party’s request on the prescribed electronic form, closer definition of the unique real estate registration number, as well as the possibility of waiving the request for registration until the first instance decision on the request.
