Circularity for Decarbonisation

Donor:  European Climate Foundation (ECF)
Implementation period: 1 October 2025 - 30 September 2026

The project “Circularity for Decarbonisation” focuses on applying circular economy principles as a foundation for the decarbonisation of energy-intensive industries (EII) in Serbia, as well as industries within their value chains. The aim of the project is to develop a detailed regulatory “blueprint” in the fields of decarbonisation and the circular economy, along with its implementation and dissemination through knowledge exchange and cooperation among industry, institutions, and experts in this field. The project supports the integration of circular principles into the operations of energy-intensive industries and industries within their value chains.

Objectives and Results

Overall objetive

To support energy-intensive industries in Serbia in transitioning to circular business models and decarbonisation through regulatory reforms, the implementation of recommendations from the CBAM analysis (as a follow-up to a previously implemented project), and the strengthening of regional cooperation and knowledge exchange.

Specific objectives

To develop proposals for improving the regulatory framework that promotes the circular economy and the reduction of CO₂ emissions.

To support companies in the EII sector in integrating circular methods into production chains and business models through the organization of expert workshops.

Key activities

Review and analysis of the existing regulatory framework based on the previously conducted CBAM analysis, with proposals for its improvement.

Support to companies in implementing circular principles into production chains and business models through the organization of expert workshops.

Organization of panel discussions bringing together key stakeholders to discuss current challenges, best practices, and solutions in the field of the circular economy and decarbonisation, in light of the European Union’s climate requirements.

Expected results

Clearly defined proposals for improving the regulatory framework for the integration of circular principles and decarbonisation in the energy-intensive sector are successfully developed.

Expert workshops with selected companies from the energy-intensive industry are successfully conducted to support the establishment of circular business models.
