All Local Governments Meet the Deadline - Administrators Registered on the Plati System

All local self-government units in Serbia have registered administrators on the Plati system, fulfilling their obligation within the deadline prescribed by the Law on Electronic Administration. The next step is the registration of all officials who will be responsible for verifying payments in the system, as well as entering and updating data on fees, charges, and administrative procedures.

The obligations and next steps within the reform of digitalizing non-tax revenue payments were discussed this week with representatives of 53 local self-government units at meetings held at the Ministry of Finance. The meetings were organized by the Reform Implementation Working Group, and the support system provided to public authorities by the Republic Secretariat for Public Policies (RSJP), the Office for Information Technologies and eGovernment (ITE), and NALED was also presented.

The discussions focused on three key tasks: registering officials who will verify payments on the Plati system, opening individual records for the inventory of fees and charges in the Unified Register of Non-Tax Revenues (JENP), and organizing and updating data on procedures in the Register of Administrative Procedures (RAP) so that they can be published on the Plati system.

Now that administrators have been registered, their next task is to create user accounts for all officials responsible for payment verification.

In the coming period, more than 30 events and direct support activities will be organized for public administration bodies to assist them in fulfilling their remaining obligations and to ensure that, by the end of the year, all relevant procedures are visible to citizens and businesses on the Plati system.

The Register of Administrative Procedures currently contains approximately 8,000 procedures implemented by more than 250 authorities at all levels of government. Organizing and publishing these procedures on the Plati system represents an important step toward making information on non-tax obligations and their digital payment more accessible to citizens and businesses.

The non-tax revenue system reform, implemented by the Ministry of Finance, the Office for IT and eGovernment, the Republic Secretariat for Public Policies, and the Treasury Administration, with the support of NALED, is one of the measures included in the Reform Agenda of the Republic of Serbia under the EU Growth Plan for the Western Balkans. The objective of the reform is to establish a unified system for managing non-tax revenues at both the national and local levels, enabling greater transparency and predictability through the electronic calculation and payment of fees and charges, without the need to fill out payment slips or submit proof of payment.
