V national conference: Digitisation as wayout from shadow economy

Siniša Mali was elected Minister of Finance of the Republic of Serbia on May 29th 2018. He was Mayor of Belgrade from the year 2014. During his term, The Mayor achieved significant investments in municipal infrastructure, has led a vast financial reconsolidation program to achieve sustainable fiscal stabilization and made Belgrade “a city filled with cranes and hardhats.” Before becoming Mayor, Siniša Mali served as Special Advisor for economic and financial affairs to the Prime Minister of Serbia, Mr. Aleksandar Vučić.  Prior to this, he was a financial advisor and consultant in private practice and at Deloitte Financial Advisory Services, where he specialized in transactional work in M&A, financial advisory, financial restructuring, and in business consolidation of private and public enterprises. In 2001, he was appointed Assistant Minister for Privatization at the Ministry of the Economy and Privatization.  Later he served as the Director of Tender Privatizations at the Privatization Agency of the Republic of Serbia.   Prior to his appointment as the Assistant Minister for Privatization, he worked for Credit Suisse First Boston in the Mergers & Acquisitions Group in New York, NY.  Siniša Mali obtained his undergraduate and graduate degrees from the University of Belgrade, School of Economics, and as a Ron Brown scholar, he received an MBA, specializing in Finance from Washington University in St. Louis, Missouri in the US.  In 2013, he defended his PhD dissertation on the topic of “Value Creation through Restructuring and Privatization – the Experience of Serbia,” at the Faculty of Organizational Sciences, University of Belgrade. Siniša Mali is a Chartered Financial Analyst (CFA) and a member of: the CFA Institute, the Serbian Business Angels Network, the Fulbright Alumni Association of Serbia and British-Serbian Business Club.  He is a licensed portfolio manager at the Belgrade Stock Exchange, and has served previously as President of various boards of directors including those of Fiat Automobiles Serbia, Komercijalna Banka, Air Serbia, and as a BoD member of the Clinical Hospital Centers of Serbia.

Dragana Stanić was born on March 19, 1975 in Kotor. She graduated in 1997 from the Faculty of Economics in Belgrade, majoring in Finance, Banking and Insurance. She completed her master's studies in 2009 at the same faculty, defending the thesis "Information-technological aspect of risk management in the payment system". She started her professional engagement at the National Bank of Serbia in 1998, in the then Department for Monetary System and Policy, and in 2003 she continued her work in the Department for Payment System. At the National Bank of Serbia, she performed tasks at all levels, from intern to general director of the sector. She was appointed general director of the Payment System Sector in 2015 and held that position until the election of vice governor in September 2018. She participated in the comprehensive reform of the payment system in our country. On behalf of the National Bank of Serbia, he is a member of working bodies formed to improve regulations and the business environment in our country, such as abolishing the mandatory use of stamps and issuing paper invoices, improving electronic business, electronic commerce, electronic administration and others.

Stanka Pejanović is a Board member in Gorenje Group system, the largest Slovenian and eighth largest home appliances manufacturer in Europe. A longtime director of the Mercator-S group, she held two mandates in the Mercator Group administration, responsible for Mercator’s business in markets of South East Europe. During her term at Mercator in Serbia, she increased sales spaces seven fold and raised market shares from less than 1% to nearly 9%. Very experienced in the fields of corporate management, acquisitions and mergers, business restructuring, strategy and brand value evaluations, category & supply management, pricing and sales strategies, as well as marketing and loyalty strategies. She is the Vice President of NALED Managing Board, being engaged in the MB since 2015, and the President of Serbian Association of Managers SAM. She finished both her BA and MA in Economics at the Economics Faculty of the University of Novi Sad, and is currently pursuing her doctorate at her alma mater. She speaks Serbian, English, Slovenian and Russian. Mother of two children.

H.E. Anke Konard was born on June 16, 1966 in Seederholz. She is married and the mother of three children. She graduated in 1985 in Greifswald, after which she studied Russian language and literature in Moscow from 1985 to 1990, where she earned a degree in Slavic studies. Her first job was at the University of Greifswald, where she was employed as a research associate. Before coming to Serbia, in the position of ambassador of the Republic of Germany in Belgrade, she was employed as a department head in the Ministry of Foreign Affairs of Germany.

Jelena is responsible for the development and execution of local strategies in these critical markets and maintaining strong partnerships with key customers and public sectors. She has been with Mastercard since 2009, during which time she has been expanding Mastercard business with non-traditional customers, gained new and exclusive customers and managed to grow the share in these three markets. Jelena has extensive experience in the banking sector in Serbia, having worked in Card departments of two major banks- Banca Intesa and Vojvodjanska bank. Jelena holds a Bachelor degree in banking, financing and insurance from the Faculty of Economy, University of Belgrade.

Vladimir Đorđević is the General Manager of Visa for Southeast Europe (SEE) and at the same time serves as the Director of the Center for Southeast Europe from the office in Belgrade. Vladimir is in charge of six markets at Visa - Serbia, Montenegro, Bosnia and Herzegovina, Macedonia, Albania and the territory of Kosovo. Vladimir joined Visa in 2004 as a business development manager leading a portfolio of over 40 clients and Visa partners in the SEE region. In 2007, Đorđević became regional director for Serbia and Montenegro, responsible for maintaining Visa's leadership position in both markets. During his 13 years at the Visa company, Đorđević initiated and implemented numerous successful projects: opening new electronic payment channels: government, taxes, utilities; launch of the first Visa Platinum program for Southeast Europe; the introduction of Visa payWave technology, while cloud-based services are available to Visa clients on our market, for the first time in the CISSEE region. Đorđević was also involved in the launch of the first VCAS service in Macedonia, i.e. the CEMEA region. In addition to the development and improvement of Visa business, Vladimir actively participated in the initiation and implementation of numerous financial literacy programs in Serbia, in cooperation with the Ministry of Youth and Sports, and with the support of the National Bank of Serbia. In 2017, Visa became a partner in the project for the inclusion of financial literacy in the education system of the Republic of Serbia, and on September 26, 2017, Đorđević signed the Protocol on cooperation on the FinPis project with the Minister of Education, Education and Technological Development of the Republic of Serbia, Mladen Šarčević. Vladimir has more than 16 years of experience in card making.

Tomislav Momirov was born in 1983 in Belgrade. He finished primary and secondary school in Belgrade. He graduated from the Faculty of Law, University of Belgrade, where he was a student-producer, a member of the Faculty Council and a member of the Council of the University of Belgrade. The rich experience in the private sector acquired management positions, improving business, introducing innovation and creating investment opportunities, with constant work to strengthen the registry economic sector. From job creation to the protection of normal functioning in the conditions of global pandemic, he was ready to invest great energy into expanding economic activities to generate stable development of the Republic of Serbia. Since 2020, from the private sector, it transitions to the state, to the duty of the Minister of Construction, Transport and Infrastructure in the Government of the Republic of Serbia. Fluent in English. Married, father of two children.

Aleksandar Martinović is born in Slavonski Brod in the Republic of Croatia. He graduated from the Faculty of Law of the University of Novi Sad with a grade point average of 9.38. He obtained his master’s degree at the same faculty in 2003, by defending his master’s thesis “The Concept of Administration in Serbian Legal Science”. In 2011 he defended his PhD thesis “The Relationship between Government and Administration – with Special Reference to Serbian and German Law”. He is employed as an assistant professor at the Faculty of Law in Novi Sad, where he teaches several subjects at undergraduate, master's and doctoral studies in the field of Public Law. He is married and the father of one son and two daughters.

Nikola Selaković was born in 1983 in Uzice. He graduated from the sixth Belgrade Gymnasium and basic and master studies at the Faculty of Law, University of Belgrade, which is currently doctoral. He graduated from the Defense and Security Studies as a member of the Eighth Class. From 2009, he was employed at the Law, University of Belgrade as an assistant at the Department of Legal History, and keeps teaching in cases comparative legal tradition, Serbian legal history and rhetoric. He was the duty of the Minister of Justice and the State Administration in the Government of the Republic of Serbia in the period from 2012 to 2014, and then the Minister of Justice in the period from 2014 to 2016. He was appointed the Secretary-General of the President of the Republic, which he was performing until 27 October 2020. He performed the duty of the Minister of Foreign Affairs of the Republic of Serbia in the period from 2020 to 2022. He speaks English and is actively serving French and Italian. Married Milica, Father Lazar, Vasili and Ljubice.

Marko is an economist with more than 10 years of experience in major domestic and international organizations, in domains of economic research, banking and academia. He has earned his PhD degree on the subject of ‘’Factors of regional competitiveness’’ at the University of Nice Sophia Antipolis in 2015, as well as the master’s degree on the subject of ‘’Role of corruption in FDI attraction – case of Central and East European countries’’ at the same university in 2010. He has joined NALED in 2021, in the role of Head of competitiveness unit, after having spent two years as senior economist in CEVES, and in parallel as a Serbian national consultant with UN Department of Social and Economic Affairs. Beforehand, Marko spent seven years in banking, of which two in role of the asset liability manager and five as macroeconomist in Addiko bank. Apart from this, Marko regularly holds lectures in macroeconomics and finance at some of masters programs of the University of Nice, as well as on programs of the Mokra Gora school of management. He has authored a significant number of studies, analyses and scientific articles in Serbia and abroad. Marko speaks English and French fluently.
