Digitalization of the process and mass implementation of property legalization in collaboration with the Ministry of Construction, Transport and Infrastructure, promoting green transition through more rational energy consumption and broader production from renewable sources, and the introduction of the eSpace system for spatial and urban planning are three key priorities that were approved by the members of the Property and Investment Alliance during its inaugural meeting held at NALED.
In the next two years, under new leadership, the Alliance will advocate for faster registration of real estate for requests that are unresolved due to documentation deficiencies, digitalization of court operations through the introduction of electronic communication among all participants in the proceedings, the application of eAuctions in property disposal procedures such as bankruptcy and the sale of public assets, and resolving disputes that have been ongoing for over 20 years regarding agricultural land between cooperatives and companies that purchased that land.
"When we look at these priorities, we clearly have a lot of work to do to make Serbia an even better place for investment. I would also highlight the simplification of the procedure for setting up mobile phone base stations as an important issue. Our entire industry is on the verge of introducing new technologies that will be crucial for Expo 2027, and their development will be impossible without a 5G network," said the new president of the Property and Investment Alliance, Marko Jović from A1.
Due to the interest of member companies in preparing for the specialized exhibition Expo 2027, the meeting was also attended by Dejan Tomašević, advisor to the Expo 2027 director and a member of parliament, who emphasized that the exhibition will host more than four million visitors from 120 countries.
"At the last specialized exhibition, there were 114 exhibitors, and our goal is to break that record. Given the significant interest and excitement to come to Serbia and present on the theme 'Play for Humanity,' I believe we will achieve this," Tomašević said, adding that Expo will serve as a tool to attract as many international events as possible during that period.
The abolition of the conversion fee was highlighted as the Alliance's greatest achievement, enabling the economy to plan new investments worth hundreds of millions of euros. In the year since the fee was abolished, over 2,200 requests have been submitted, with more than half resolved positively.
Among other activities marking the Alliance's work over the past two years, members pointed out the standardization of energy consumption calculations for producers, preparation of a study on comprehensive reform of property-legal relations, and the launch of the first platform for citizen involvement in spatial and urban planning.
For the operation of the platform "Be Part of the Plan," developed as part of a project conducted by NALED, the city of Kragujevac won third place in the Seoul Smart City Prize in the Human-CentriCity category. This award was established by the World Smart Cities Organization (WeGO) and the government of Seoul to promote smart city models that care for vulnerable groups in the era of the Fourth Industrial Revolution.
New Leadership of the Property and Investment Alliance
The Alliance elected new leadership, which will be led in the next two years by Marko Jović, Director of Regulatory Affairs at A1, Andrija Vuković, a member of the Executive Board of AIK Bank, Jovanka Atanacković, Project Development Director at CwP Global, and Dejan Vuković, leading partner at the law firm Vuković and Partners.
The Alliance brings together nearly 90 members from the business community, foreign investors, local governments, institutions, and the academic community, working together under the NALED umbrella and in collaboration with the international community to create a better investment climate and property-legal security in Serbia.
