The project “Towards Next Generation eGovernment: Scaling Cashless Payments” builds on previous efforts in the digitalization of public administration and aims to further develop and promote the system for electronic payment of administrative fees and charges in Serbia. With the enhancement of the ePlati system for electronic payment of all administrative fees and charges as of January 2026, significant progress has been achieved in the efficiency, transparency, and legal certainty of non-tax revenue collection, while also facilitating the transition of citizens and businesses to digital payments.
However, despite these improvements, the use of electronic payments, including card payments, remains limited, primarily due to additional transaction costs, which reduce the incentive for citizens and businesses to use digital services. The low adoption of card and other electronic payments slows down the broader digitalization of public services and limits the potential benefits of the modernized payment system.
Objectives and Expected Results
The overall objective is “to enhance the digitalization of public services by increasing the use of cashless payments, improving the public revenue collection system, and reducing the administrative burden for citizens and businesses.”
