Electronic Payment of All Fees Without Proof of Payment to Be Introduced in 2026

Starting from 1 January 2026, electronic payment of all taxes and fees for citizens and businesses will be enabled without the obligation to submit proof of payment through the ePlati system, it was announced at the meeting of the Alliance for eGovernment, held with the support of German Development Cooperation (GIZ) on the premises of the Stari Grad Municipality. The central topics of the meeting were the introduction of electronic payment of all taxes and fees, as well as progress in initiatives related to the introduction of e-Sick Leave and the mass registration of property rights.

Deputy Mayor of Stari Grad Municipality, Bojan Bojić, emphasized that digitalization is not an add-on to public administration, but a prerequisite for an efficient system.

“Every step towards a more efficient, faster, and more accessible state service for citizens and businesses is a step towards a more orderly and competitive society. That is why we value the work of the Alliance for eGovernment and the long-standing support of NALED, state authorities, and local governments in implementing these reforms,” Bojić said.

NALED Executive Director Violeta Jovanović highlighted that the reform of parafiscal charges is one of the key topics of Serbia’s Reform Agenda on its path toward the European Union.

“The digitalization of payment processes will enable citizens and businesses to fulfill their obligations more easily and without administrative barriers. This is an important moment in which the efforts of the Ministry of Finance, the Republic Secretariat for Public Policies, the Office for IT and eGovernment, and NALED are coming together. We find it particularly significant that this meeting is being held at the very end of the year, when we review results and take steps toward 2026, when full implementation of numerous reforms is expected,” Jovanović stated.

NALED Program Director Jelena Bojović presented the background and key steps taken so far in the reform of non-tax revenues, recalling that the process began as early as 2011 with the abolition of 136 fees and charges.

“From day one, we have been working to ensure that citizens and businesses have clear, uniform, and predictable obligations. The adoption of the Law on Fees for the Use of Public Goods in 2018 marked a major step forward, and today, thanks to the Republic Secretariat for Public Policies and its Register of Administrative Procedures (RAP), we will, for the first time, have a complete overview of all taxes and fees in one place. The next key step is enabling the automatic generation of payment slips through the ePlati system of the Office for IT and eGovernment by the end of 2026,” Bojović explained.

Speaking on behalf of the Ministry of Finance, Assistant Minister Dr. Dragan Demirović stated that the digitalization of non-tax revenue collection is proceeding according to plan and that a large portion of the legal framework has already been adopted.

“With the adoption of the Law on Republic Administrative Fees, the Law on the Register of Administrative Procedures, the Regulation on Detailed Conditions for Establishing Electronic Administration, and the introduction of a unified payment reference model, we have completed nearly half of the reform process. Ahead of us lies the challenge of digitalizing a certain number of complex charges, but with the development of supporting tools and the support of all partners, I believe we will ensure a fully functional system by the end of 2026,” Demirović said.

Deputy Director of the Republic Secretariat for Public Policies, Ninoslav Kekić, underlined that the institution manages the Register of Administrative Procedures, which enables citizens to access an overview of all procedures in one place, and reminded that the establishment of a new unified register of taxes and fees is underway.

“Through the ePaper program in previous years, a large number of duplicate and unnecessary fees were abolished. With the support of the Ministry of Finance, we are now working on establishing a Unified Register of Non-Tax Revenues in order to enable the automatic generation of payment slips,” Kekić stated.

Director of Corporate Affairs at CETIN and President of the Alliance for eGovernment, Dragana Ilić, emphasized the importance of reforms in the field of digitalization and electronic payments.

“Since its establishment in 2016, the Alliance for eGovernment has been dedicated to improving eGovernment and developing digital public services in Serbia, with a particular focus on electronic and cashless payments. In this context, abolishing the obligation to submit proof of payment when paying taxes and fees electronically is especially significant,” Ilić noted.

In the second part of the meeting, NALED Director of the Competitiveness and Investments Department, Dušan Vasiljević, presented the results achieved so far in the implementation of the mass property registration initiative, stating that more than 100,000 electronic applications for property rights registration have been submitted to date.

“The goal of the reform is for every property to have a registered owner, through an efficient and transparent system in which citizens and businesses can track the status of all property registration applications,” Vasiljević emphasized.

The meeting concluded with the message that 2026 will be a key year for the full implementation of electronic payments and the consolidation of all taxes and fees, alongside further digitalization of public administration, with the clear message that only close cooperation among all institutions can ensure a sustainable and effective reform process.
