Improvement of the end-of-life vehicle management system in Serbia

The project is focused on improving the end-of-life vehicle (ELV) management system in Serbia, with the aim of reducing improper disposal and improving the performance of collection and treatment of this waste stream. Key challenges include insufficient implementation of the existing regulatory framework, the lack of sustainable financial mechanisms, low awareness among waste generators, and the absence of a clear roadmap for infrastructure development. Through the establishment and piloting of Regional Collection Centers for end-of-life vehicles (ELV RCCs), the project seeks to transform the ELV management system and lay the foundations for a long-term, functional, and self-sustaining ELV management model.

Within the project framework, a Roadmap for the establishment and piloting of Regional Collection Centers for end-of-life vehicles and automotive waste will be developed. An active awareness-raising campaign targeting various ELV waste generators will be implemented, and cooperation with key institutions, public utility companies, industry stakeholders, and regional partners will be established through the CORE Partnership network, with the aim of knowledge exchange and replication of successful models from Serbia across the Western Balkans.

Objectives and Results

Overall objective

To contribute to the systemic improvement of end-of-life vehicle collection and treatment in Serbia through the development of infrastructure, institutional cooperation, and increased awareness among waste generators, thereby reducing the negative environmental impact of ELVs and improving sustainable resource management.

Specific objectives

To define a clear Roadmap with strategic recommendations for the establishment and piloting of Regional Collection Centers for end-of-life vehicles, involving all relevant stakeholders – waste generators, collectors, and recyclers.

To raise awareness among various generators of end-of-life vehicle waste (natural and legal persons, transport companies, and industrial generators) regarding obligations, handover models, and the importance of proper ELV management.

To disseminate piloted ELV collection and treatment models to stakeholders across the Western Balkans in order to foster regional cooperation and the uptake of successful solutions.

Key activities

Development of a comprehensive Roadmap for the establishment and operation of Regional Collection Centers for end-of-life vehicles.

Establishment of three pilot Regional Collection Centers.

Engagement of public utility companies, parking services, industrial generators, leasing companies, and other relevant partners in collection processes.

Implementation of consultations and structured dialogue between decision-makers, industry representatives, and the expert community.

Development and implementation of a communication strategy and targeted campaigns for different types of ELV generators, with a particular focus on informal collectors.

Promotion of project results and replication of models in Western Balkan countries through workshops and the CORE Partnership network.

Expected results

Three pilot Regional Collection Centers for end-of-life vehicles are established.

A 30% increase in the amount of properly collected ELV waste.

At least 50 waste generators use the services of the newly established Regional Collection Centers for end-of-life vehicle collection.
