The City of Vranje continues to demonstrate its commitment to digital transformation and improving the efficiency of local government. As a participant in the "eGovernment for All" project, Vranje has achieved a number of significant milestones. Among the most notable is becoming the first public authority in Serbia to systematically register all of its local fees and charges in the Central Register of Non-Tax Revenues (JENP).
This achievement represents an important step in reforming the electronic collection of non-tax revenues and enhancing the transparency of public administration. Local administrative fees and charges paid by citizens and businesses in administrative procedures were often regulated through various local decisions and regulations, making their comprehensive identification and registration a considerable undertaking.
By entering all local fees and charges into the Central Register of Non-Tax Revenues, the City of Vranje has ensured that this information is standardized, transparent, and ready to be integrated with national digital public services. As a result, citizens and businesses will have easier access to information about their financial obligations, while reducing the risk of errors and strengthening legal certainty.
At the same time, a wide range of administrative procedures carried out by the City within its original competences has been registered in the Register of Administrative Procedures, maintained by the Republic Secretariat for Public Policies. These include procedures related to construction land management, local transport and taxi services, local public revenues and municipal fees, public space management, homeowners' associations, and the management of publicly owned municipal property.
By the end of 2026, the Register of Administrative Procedures is expected to be integrated with the Plati (Pay) system, managed by the Office for Information Technologies and eGovernment. This integration will enable citizens and businesses to pay all fees associated with registered administrative procedures electronically through the Plati system, which automatically generates pre-filled payment orders. Users will simply select the desired administrative procedure, while the system will automatically populate all payment details, including the beneficiary, bank account number, reference number, and the amount due. Once the payment has been completed, citizens will no longer be required to submit proof of payment, as public authorities will be able to verify transactions directly through integrated electronic systems.
In addition to cataloguing local fees and charges, the eGovernment for All project has also strengthened Vranje's digital infrastructure. The City introduced a cloud-based e-Seal, enabled the use of a front-office application, and introduced the issuance of credentials for the ConsentID application within the Department of General Administration. These improvements create additional conditions for faster, more efficient, and fully digital public service delivery.
These achievements were recognized at the closing conference of the "eGovernment for All" project, where Vranje received an award as one of ten local self-government units that made a significant contribution to advancing eGovernment in Serbia.
For the City of Vranje, registering all local fees and charges in the Central Register of Non-Tax Revenues is far more than an administrative exercise. It is a step toward a more open, efficient, and digitally connected public administration, where citizens and businesses can exercise their rights and fulfil their obligations with less bureaucracy, greater transparency, and improved access to public services.
