The National Alliance for Local Economic Development (NALED) is conducting a procurement procedure for the electronic registration software of seasonal workers for the needs of the Ministry of Finance - Tax Administration, as part of the project "Increasing Employment Opportunities of Seasonal Workers", funded by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, and in this regard announces:
PUBLIC CALL
FOR SUBMITTING OFFERS FOR THE PROCUREMENT OF SOFTWARE WITHIN THE PROJECT “INCREASING EMPLOYMENT OPPORTUNITIES OF SEASONAL WORKERS”
The subject of procurement is the development of software within the project "Increasing employment opportunities for seasonal workers" and implementation of the Law on Simplified Work Engagement for Seasonal Jobs in Selected Areas for the Ministry of Finance - Tax Administration.
All interested legal entities that meet the mandatory requirements for participation in the procedure have the right to submit offers. The bidders are obliged to submit the offer together with appropriate evidence of eligibility, in the manner specified in the Tender Documents.
The public presentation of the project and the public call for software procurement will be held on Wednesday, 8 August at 1 pm at NALED premises, Makedonska 30, VII floor, Belgrade. Participation in the public presentation should be confirmed at the email address naled@naled.rs.
The evaluation of the submitted offers will be made using the following criteria:

Bids must be submitted in one of the ways foreseen in the tender documents, no later than August 20, 2018 by 24:00 h local time, regardless of the method of submission (electronically or in paper form).
The public opening of the submitted bids will be held at the premises of NALED, 30 Makedonska street, Belgrade, shortly after the deadline for submission of bids, i.e. on 21 August 2018 at 13.00.
FREQUENTLY ASKED QUESTIONS AND ANSWERS (FAQ)
The Tender Documents do not explicitly require that a joint bid be submitted with a copy of the concluded consortium agreement. Accordingly, the failure to provide a copy of the contract in question does not constitute a ground for rejecting such an offer as inadmissible. However, if the tender is submitted by a group of bidders, a consortium agreement must be enclosed so that it can be determined unequivocally that it is a joint tender (and not a tender with the contractor), and that the selection committee can more easily consider the role of each of the participants in a joint bid. Please note that, regardless of the submission of a copy of the consortium agreement, in the case of a joint offer, there is an obligation for each of the members to submit the completed Form 1 – Bidder details, as well as to indicate who the consortium leader (which is explicitly stated on page 9. Bidding Instructions).
In the case of a joint offer, the condition regarding financial capacity (minimum income of € 1,500,000.00 for the last three fiscal years) must be jointly fulfilled by all members of the consortium. Accordingly, the financial statements for 2015, 2016 and 2017 are mandatory for all members of the consortium.
If the bid is submitted in hard copy, the bid must be submitted to NALED no later than 5pm on Monday, 20 August 2018 – within NALED's working hours. This implies that the offer must arrive at NALED reception by the stated date, whether delivered in person or by mail.

It would be sufficient to display a solution which successfully communicates with external APIs (one or more) and resolves problems with current unavailability of APIs (retry, rollback transactions, notifying users about potential unsuccessful attempts etc.). The solution should display the collected data in a uniform manner and aligned with other functionalities."
In accordance with point 6 of the Instructions for Bidding, bidders shall submit bids in Serbian language. This implies that the offer, as well as all accompanying documentation, must be provided in Serbian. If any of the annexes to the tender is originally created in a language other than Serbian, a translation into Serbian must also be submitted.
Bidders are required to submit financial statements for 2015, 2016 and 2017 with the tender, which is explicitly stated on page 5, Instructions for the preparation of tenders, under item 7 - Method of submission of tenders. If a bidder chooses to submit the tender in hard copy, copies of the financial statements shall also be submitted in paper form as a piece of evidence in the envelope A - Technical Specification. If a bidder submits the bid electronically, all enclosures, including the financial statements, shall be submitted in the form of an electronic document, in pdf format, signed by a qualified electronic signature of the bidder's authorized representative.
The structure of external web services and their number will be defined by the contractor in the process of internal analysis and development, and according to the needs of the contractor to ensure the functioning of the mobile application within its software and framework. The REST standard for the webservice format is recommended, with standard token authentication. These are web services primarily intended for communication with the mobile application. At this time, it is not anticipated that additional third-party applications will be developed, but it may be that a smaller number of simple web services will be required to receive feedback from other services.
It is insisted that applications are made in native technologies.
The exact names of the institutions will be provided in a timely manner to the selected contractor. This is not a crucial information, we believe that the availability of this information at this time cannot affect the estimate of the project price.
