Competition: Cashless Payments Champions

Office for IT and eGovernment and NALED, with the support of Mastercard and Visa, are organizing a competition among local governments titled Cashless Payments Champions, in line with Special goal 5, measure 5.4 of the National Program for Countering Shadow Economy 2019/20 of the Government of Serbia.

The aim of the campaign is to raise awareness among citizens about the benefits and opportunities related to cashless payments. The competition will be organized from 1 July to 31 December 2019, with local governments competing by the number of card payments on local counters compared to the number of citizens. 

Along with promotion on the national level, all local governments that join the campaign and their citizens will enjoy the following benefits and prizes:

  • Free installation of POS terminals in counter halls that will enable cashless payments for citizens when paying local fees, charges and taxes, without visiting the bank or post office 
  • Lowest provisions for paying public services (45 RSD for amounts under 4,500 RSD, and twice as lower fee in the amount of 1% for higher transactions)
  • Free branding of the counter hall and the right to use logo and graphic design
  • Recognition Cashless Payments Champions for the ten best LGs
  • Free website based on the GoS' website, for the five best LGs
  • Children playground worth 20,000 EUR for the winning LG

In cooperation with Office for ITE, POS terminals have so far been introduced by 50 local governments, while additional 30 are in the process, which is a pre-requisite for participating in the competition. We invite all local governments to join the campaign by filling-in and submitting a signed Agreement on introducing free POS terminals, list of local fees and charges and the required number of POSs, at the e-mail marina.rakic@ite.gov.rs and via post at the address of Office for IT and eGovernment - Katićeva 14-16, 11000 Belgrade.

The competition rules, the template Agreement with appendices and accompanying documentation to be completed, as well as the status of introducing POS terminals in local governments are available at the national portal www.uzmiracun.rs/opstine-takmicenje.

Important dates:

  • 6 June 2019 at 11h - announcing the campaign in the presence of mayors and press conference at the National Parliament 
  • 17 June 2019 - final deadline for signing the Agreement and submitting the documents to Office for IT and eGovernment
  • 1 July 2019 - deadline for installation of POS terminalas and official start of the competition
  • January 2020 - announcing the winners and promotion
