Goals and activities

The project goal is the development  of the Analysis on the implementation of the Law on Cooperatives and the identification of problems with the application of art. 95-97 of the Law on Cooperatives. Analysis is directed towards the overview and resolution of the problem regarding the return of property to agricultural cooperatives. The Analysis unifies the research performed by NALED for the purpose of collecting relevant data, as well as the results of the impact analysis of the Law on Cooperatives, and it will serve as a basis for proposing concrete recommendations and solutions.

The project is implemented in two phases:

1. Research:

  • Analysis of the historical aspect of acquiring real estate rights for agricultural property and their transformation.
  • Analysis of the entry of agricultural land into public records and the effects of the entry
  • Collection of data through information of public importance and round tables with competent authorities for the purpose of compiling the statistics for the analysis
  • Developing the Analysis of the problems and effects of application of art. 95-97. of the Law on Cooperatives
  • Developing the Analysis resume

2. Advocacy for policy change

  • Distribution of the published Analysis resume to all municipalities, competent ministries, Government of Serbia, associations of cooperatives, administrative court
  • Organization of the conference to present the Analysis results
  • Drafting of the proposal for Authentic interpretation
  • Advocacy for adoption of the proposed Authentic interpretation of the Law on Cooperatives concerning art. 95
  • Professional support during the negotiations with competent authorities and bodies of the National Parliament for the purpose of adopting the national interpretation.
