The Government of the Republic of Serbia and local governments have dedicated significant attention to the development of the smart city concept and the importance of regulating this area within the e-Government Development Program 2023-2025. While some local governments have already taken steps in developing smart solutions, there is still a need for support, particularly in developing solutions that contribute to environmental protection and sustainable development. Many local governments face challenges in understanding the smart city concept and utilizing advanced technologies such as the Internet of Things (IoT), managing large databases collected by IoT devices, data security issues, and the protection of citizens' personal data privacy. A lack of technical expertise, limited human capacity, and restricted financial resources pose additional barriers to the implementation and progress of smart city projects.

Recognizing these challenges, NALED, with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and in partnership with Lanaco and Intracom Telecom, is implementing the project "Towards Smart, Green, and Sustainable Cities in Serbia."

Goals and Expected Results

The overall goal of the project is to strengthen local governments' understanding of the benefits of green technologies in order to achieve savings in time and costs, improve the quality and content of services, enhance environmental conditions, and improve the quality of life for citizens. It also aims to integrate the smart city concept into their development planning processes.

Expected Results:

  • Development of "Smart City" plans in five local governments.
  • Development of smart solutions in selected local governments, including smart parking services, installation of smart sensors to measure water consumption, and installation of solar chargers for electric vehicles.
  • Raising awareness and strengthening the capacity of local governments and other decision-makers and stakeholders in the field of smart cities through workshops, training sessions, and study visits.
  • Initiating the implementation of smart solutions in local governments across Serbia by spreading experiences and transferring knowledge from the five pilot municipalities.
  • Presenting smart solutions to local governments in the Western Balkans, students, civil society organizations, citizens, and local businesses to encourage the development of sustainable and green smart solutions. The project will involve municipalities and expand dissemination through the CORE Partnership platform, including a broader range of stakeholders in the Western Balkans.
