The project "Support for Public Administration Reform in the EU Accession Process (PAR2EU)" was initiated to provide support to the public administration of the Republic of Serbia in order to enhance its integration with the EU, particularly focusing on strengthening civic orientation. The focus is on providing support in the reform of public services, with special emphasis on revising the current legal framework related to inspection supervision.
The Law on Inspection Supervision ("Official Gazette of RS", No. 36/2015, 44/2018 – amended law, and 95/2018) adopted in 2015 aimed to ensure the legality and safety of business operations and actions of the inspected entities through preventive actions or imposing measures, and to prevent or eliminate harmful consequences to legally protected goods, rights, and interests. After 9 years of implementation of the Law on Inspection Supervision and the challenges faced by citizens, the economy, and inspections in recent years, especially during the COVID-19 pandemic, the institutional partner of the PAR2EU project, the Ministry of Public Administration and Local Self-Government, decided to revise the legal framework on inspection supervision and determine whether the goals defined by the Law have been achieved and to what extent.
Objectives and Results
Conducting ex-post and ex-ante analysis of the Law on Inspection Supervision to determine whether and to what extent the defined goals have been achieved and to what extent amendments or additions to the law are necessary, or whether a new Law on Inspection Supervision should be prepared, all in order to improve the position of inspectors and reduce the impact of the gray economy by increasing their preventive role.
Providing support to the Working Group for preparing the Draft Law on Inspection Supervision and the consultative process itself.
