Smart cities have been repeatedly identified as a priority by the Government of Serbia and have been included twice as one of the key goals of the eGovernment Development Program of the Republic of Serbia (2019-2022 and 2023-2025). Considering the growing importance of smart cities, NALED has initiated a series of discussions with relevant stakeholders, such as the Ministry of Information and Telecommunications and the Office for IT and eGovernment, as well as with certain local government units (LGUs). Numerous local governments have implemented some forms of smart solutions such as smart benches, smart parking, and smart lighting. However, it is necessary to work on a systematic approach, legal solutions, and a methodology based on which assessments would be made to determine whether a service can be considered "smart" and what criteria it needs to meet.

The mentioned challenges have created an opportunity for the continuation of NALED's collaboration with Yandex, considering the previous positive experiences in cooperation on this and other topics in the field of digitalization and innovation.

Goals and results:

  • Creation of an analysis of the regulatory framework with recommendations for overcoming challenges in this area. In addition to presenting comparative practices from Europe and the world, the goal of the analysis is to show whether it is necessary for Serbia to adopt a bylaw to regulate this area or if it is necessary to create guidelines for local government units on the development of smart solutions.
  • Preparation of draft regulations for the organization of smart city areas or guidelines for local government units on the development of smart solutions.
  • Organization of roundtables and consultations with local governments to present the analysis results and gather feedback.
