The project for establishing and strengthening cooperation between the industry and government - universities - civil society (”quadruple helix”) by establishing two cross-border clusters, has the goal to address common challenges in strengthening the potentials for growth, employment and innovations of local small and medium enterprises. Two clusters, one in the sector of agriculture and new technologies in agriculture in Sombor, and the other one in the paper and mechanical engineering sector in Belišće, were established for the purpose of better transfer of knowledge, skills and to encourage cooperation between the SMEs, regional institutions and organizations to remove the obstacles for production, research and development, marketing and to improve overall competitiveness. 

Goals and activities
The project goal is to strengthen competitiveness and cross-border cooperation of industry, government, educational institutions and civil society in the West Bačka district and Osječko-Baranjska county, through strengthening and establishment of two cross-border clusters managed by business support institutions of the cities of Sombor and Belišće.

  • Preparation of legal, financial and organizational framework to establish the clusters

  • Improvement of public-private dialogue on the local level
  • Designing an on-line tool for cluster members
