Workshops for 120 civil servants

The judges from Administrative court, assistant ministers, chief inspectors and representatives of numerous line institutions took part in workshops organized in April in May on the topic of immproving legislation in the field of administrative, inspection and court supervision.

The key topics and recommendations discussed at the workshops were adopted by the Coordination Commission for Inspection Oversight - these include the adoption of a special law that would define the Administrative Inspectorate as an independent state authority, the introduction of two-instance administrative courts, the specialization of judges and their assistants for specific administrative areas and legal issues, prescribing of temporary measures in administrative disputes, employment of new judges, as well as the need of having second-instance authorities deciding on an appeal on its own merits. 

The workshop in Kragujevac also presented two new topics - the independence annd integrity in the work of inspectors and administrative oversight over the work of local governments. The two key recommendations devised based on presentations and the discussion include the establishment of the Commissioner for Independence and Integrity of Inspectors, modeled by the State Council of Prosecutors, and association of local governments with the aim of establishing joint inspection serivices and enabling joint supervision. 

The workshops were organized within the project Strengthening Administrative-Inspection, Administrative and Administrative-Court Supervision of Inspection Oversight, implemented by NALED with the support of Royal Norwegian Embassy.
