Towards a paperless administration

The adoption of the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business is the first step in improving the regulations on e-business and electronic communication among the public administration, citizens and businesses. The adoption of this Law created a foundation for establishing modern e-government in Serbia which would enable faster, more efficient and safer services, reduction of costs and time saving.

The next step towards implementing the Law in practice is the adoption of relevant by-laws. The project “Towards a Paperless Administration” provides support in the development of 12 accompanying by-laws to the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business, governing in more detail the electronic storage of documents, the authentication schemes, the qualified electronic signature in the cloud, and other trust services. Additionally, the project focuses on analyzing the capacities of public institutions and the Archive of Serbia for storing and archiving e-documents, developing recommendations for their improvement and providing training for public administration officers.

The project “Towards a Paperless Administration” is implemented by NALED, Pricewaterhouse Coopers and European Policy Center in partnership with the Ministry of Trade, Tourism and Telecommunications, Ministry of Culture, Ministry of Public Administration and Local Government and the Archive of Serbia, with the support of UK Government’s Good Governance Fund.
