Call for submitting bids: Website development for National Public Policy Secretariat

All interested bidders, companies engaged in software and website development for at least three years, are invited to submit bids for the development of National Public Policy Secretariat website, including the following:

  • Developing visual solutions and web design (submitting proposed appearance of the home page and one inner page would be preferable - in .JPG or PNG form)
  • Developing CMS and functional solutions
  • Migration of entire content from the existing to the new website)
  • Organizing trainings for NPPS employees for using CMS
  • Six months warranty and maintenance for a period of one year
  • The new website should be developed in line with the guidelines for website development in public administration institutions, that can be viewed here

Bids should be provided in Serbian language and should include the following:

  • Brief company profile (up to one page) and link to website
  • CVs of key personnel with references (web designer, programmer and technical designer); Links to relevant websites
  • Access to test version of CMS and plan of realization in the form of Gantt chart with deadlines for development
  • Terms of warranty and conditions for website maintenance on a monthly basis (flat rate) and ad hoc (per hour)
  • Gross price for website development in line with the defined terms of reference (in RSD) with a rationale for the price structure

The call for bids is published within the project Public Private Dialogue for Growth, implemented by NALED in cooperation with the National Public Policy Secretariat (NPPS) and with the support of U.S. Agency for International Development (USAID).

Bids should be submitted in PDF form at the e-mail marketing@naled.rs by 15 August 2019 COB the latest. The terms of reference for website development is available to qualified bidders upon request, and its further copying or distribution is not allowed. 

The e-mail size should not exceed 10 MB. All bids received after the defined deadline will not be taken into consideration. The bidder(s) selected for the second round will be invited to present the bid to a commission including representatives of NALED and NPPS.

NALED does not bear responsibility for potential costs that may arise with the bidders when setting up the offer. By participating, the bidders state that they agree with the Open Call conditions.

NALED and NPPS reserve the right to select the best bidder based on the analysis of submitted bids and additional negotiation process, in line with the procedures and available resource within the Public Private Dialogue for Growth project.
