Flexible labor, digital fiscalization and the reform of non-tax fees as the Fair Competition Alliance priorities
Improving the fiscalization system through digitalization, legal regulation of flexible forms of work and establishing a public register of non-tax charges in order to increase business predictability are the main priorities that the NALED’s Fair Competition Alliance will advocate with the new government and work on in the next two years, said the new President of the Alliance Ivan Miletić, Corporate Affairs Director at Philip Morris Services, at a formal session of this body.
One of the priorities was the further improvement of the control mechanism - inspection oversight. Minister of State Administration and Local Government, Branko Ružić said that the goal is to develop a plan for merging inspections into 13-15 self-sustainable inspectorates by 2022, which would increase their autonomy and use human and material resources more efficiently.
- With the introduction of the unique eInspektor electronic system, the efficiency has already been significantly improved, and through the merging into self-sustainable inspectorates, we could get services at the level of European countries. I will also remind you that a single Contact Center was introduced in March, where citizens and businesses can report observed irregularities in one place to any of the 44 inspections. In the first five months, 6,400 calls were registered, mostly due to the increase in product prices, illegal cancellations, non-issuance of invoices - said Ružić.
It was said at the session that the greatest achievements, in addition to more efficient inspection oversight, are the flat-rate taxation reform, the introduction of eInvoice, the seasonal employment reform, the promotion of cashless payments and the beginning of work on tax relief.
It was also pointed out that this is the fifth year of implementing the National Program for Countering of the Shadow Economy, and until the introduction of the state of emergency, 50% of the measures proposed by that document have been adopted in full or in part. In the coming period, it is important to work quickly on implementing the remaining measures, and the expanding the Law on Simplified Employment of Seasonal Workers and the fiscal lottery were the first to be announced.
The Fair Competition Alliance was established as the first working body in NALED and the first example of institutionalized public-private dialogue through the Government's Expert group for countering shadow economy. It brings together 36 members from the economy, local governments and civil society organizations.
New management of the Fair Competition Alliance
The members of the Fair Competition Alliance have elected their new management. For the next two years, the Alliance will be presided by Ivan Miletić, Corporate Affairs Director at Philip Morris Services, while the Vice Presidents will be Jelena Ristić, CEO of Mastercard for Serbia, Montenegro and Bosnia and Herzegovina, Igor Lončarević, KPMG partner and Zoran Daljević, CEO of the Atlantic Group representative office.
