NALED will implement the second phase of the project "Support for Enhancing the Capacities of the Federation of Bosnia and Herzegovina's Administration for Inspection Affairs" (FUZIP), which is being carried out in collaboration with the European Bank for Reconstruction and Development (EBRD), with the support of the Swiss State Secretariat for Economic Affairs (SECO).
Work on this phase was officially launched at the EBRD office in Sarajevo. The goal is to support the priorities of the new leadership of FUZIP related to organizational development, capacity building, and digital transformation to improve the efficiency and integrity of inspections.
- The agreed project activities will have a broader impact on the business community, as more efficient inspections support fair business practices. We believe this project will contribute to creating a favorable business climate in the Federation of Bosnia and Herzegovina (FBiH), which is also one of the EBRD's priorities, said Stela Melnic, Director of the EBRD Regional Office in Sarajevo.
The project will involve cantonal inspection bodies through FUZIP, and Dušan Vasiljević, Director of the Competitiveness and Investment Department at NALED, emphasized that trust is crucial not only from private entities in inspections but also from the broader society in the public sector.
Siroco Messerli, Director for Cooperation at the Swiss Embassy in Bosnia and Herzegovina, highlighted that inspections are an important element of effective regulatory oversight.
- In working with entrepreneurs and startups, we often hear that the laws are complicated, which leads to fear and uncertainty regarding inspection supervision. This project will help create a different understanding of inspections that will advise and assist businesses, focusing on support rather than punishment. Switzerland wants to continue providing support in building citizens' trust in institutions and fostering trust between various institutions, stated Messerli.
Ivana Prvulović, Director of FUZIP, expressed satisfaction with the continuation of cooperation with EBRD and emphasized the expected benefits, including increased efficiency of all inspection bodies in FBiH.
- As a result of the overall project implementation, we specifically expect the establishment of best inspection practices, quality cooperation with the courts to achieve both special and general prevention, improvement of the quality of the foundation for judicial decision-making, contribution to the analysis of regulatory impact, improvements in and a higher level of automation of communication with cantonal and other inspection bodies in Bosnia and Herzegovina, and the establishment of a functional service through a chatbot application that will modernize and make communication with the public more efficient, said Prvulović.
The project's goals include the development and implementation of a capacity-building program for inspections, technical assistance for organizing trainings and workshops, aligning inspection procedures with the best international practices and standards, strengthening the credibility and integrity of inspectors, cross-border cooperation, improving communication and coordination with cantonal inspections, and developing the chatbot application. Additionally, the project will include dialogue with the business community through workshops and cooperation. The value of the project is €250,000.
