At the meeting of the Association for eGovernment, a new Ex-Ante analysis for the introduction of a digital identification wallet in Serbia, which was prepared in cooperation with the VISA company, was officially presented. The event brought together numerous members of the Alliance, as well as high-ranking representatives of the Ministry of Internal Affairs and the Ministry of Information and Telecommunications, which enabled a direct exchange of opinions and experiences.
The meeting was opened by Ana Milovanović, coordinator of the Alliance for eGovernment, who emphasized the importance of introducing a digital identification wallet as one of the goals of the Action Plan of the Alliance for the period 2025-2026, noting that the first activity within this goal has already been realized by creating the aforementioned analysis. The digital identification wallet is also part of the Reform Agenda of the Republic of Serbia in the area of digitization.
The analysis provides a comprehensive overview of the European regulatory framework and key provisions of the eIDAS 2.0 Regulation, which envisages that by the end of 2027, citizens of the European Union will be able to use a digital identification wallet as a means of electronic identification. The functionality of the wallet has already been tested through four large pilot projects, the findings of which make a significant contribution to the development of an interoperable system and cross-border cooperation within the EU, but also with third countries.
When it comes to Serbia, the analysis points to the need to harmonize domestic legislation with eIDAS 2.0, since the existing framework was already harmonized with the previous regulation. As one of the key steps, amendments to the Law on electronic document, electronic identification and trusted services in electronic business were singled out, while the current regulations on citizens' personal documents generally do not require significant changes for the use of this solution for the purpose of their storage and easier electronic identification.
In addition to the regulatory aspects, the importance of timely informing citizens about the benefits offered by this solution was also highlighted, and it was concluded that cooperation between state authorities and the private sector will be key to the successful introduction of this service in practice.
