Display of objects in 3D format, connection with cadastral data and recognition of locations for solar panels - these are the main functionalities of the three-dimensional display of objects in public property developed for the Republic Directorate for Property. The pilot project was implemented for the territory of the oldest Belgrade city municipality - Stari Grad, and the solution was presented to the leaders of local governments in Požarevac, the host city of this year's second session of the BFC club of cities and municipalities with a favorable business environment, within the project "Efficient public procurement and sustainable supply chains to improve competitiveness", which was supported by the Government of Sweden.
Visualization of objects through a new software solution enables centralized access to data, and users can compare the state of the field with related records, recognize upgrades and find hard-to-access objects through simple displays and tools. Three interactive dashboards are also available – for overview of publicly owned buildings, office space and solar potential – that facilitate analysis, planning and decision-making at the level of local governments.
The Assistant Director of the Republic Directorate for Property, Dragana Gođevac, presented the latest amendments to the Law on Public Property and current procedures for submitting data for the purpose of recording public property and highlighted the importance of the project.
- With this project, we strengthen the transparency and efficiency of public property management, along with the integration of key records and the introduction of new tools, such as the calculation of solar potential for buildings - said Gođevac.
The program allows viewing of data from various sources such as property register, office space and cadastre using various maps such as street and satellite views. It is also possible to calculate the solar potential through the recognition of suitable roofs and the analysis of solar radiation.
The mayor of Požarevac and vice-president of the BFC club, Saša Pavlović, highlighted the advantages of membership and certification within the BFC SEE program, calling on local governments that have not yet gone through the certification process to start with it.
In addition to the presentation of the software solution, the session also discussed the sustainability of chains in primary agricultural production, as well as the role of local governments in strengthening the position of agricultural producers on the market.
