[RTS] Citizens can use QR code to check if a fiscal receipt is valid

Thanks to the new system of fiscalization, which starts on Sunday, the Tax Administration will be able to monitor the turnover of various businesses in real time and, based on that, know whether there has been a change in the behavior of taxpayers and possible abuses. For the sake of more complete control, the citizens themselves will be able to determine via QR code whether the issued receipt is valid, Jelena Bojović, a Development Strategist at NALED, told RTS.

- Since 2015, we have started thinking about how to improve the existing system for two reasons - improving control by the state and inspection and helping businesses operate easier, faster and more efficiently. In 2016 and 2017, NALED went to Croatia to see how this system works for them. After the first year of implementation of eFiscalization, they managed to improve the efficiency of inspection oversight from 5 to 33%. Out of 100 visited business entities, only five encountered problems and managed to establish errors related to the issuance of fiscal receipts, in order to significantly improve the results after the improvement - Bojović emphasized.

Along with more efficient operations, the new model of fiscalization will bring significant savings to businesses, because they will no longer need to store and purchase control strips, which were a big problem. Bojović cited the example of a large economic chain that spent 100,000 euros a year just for the purchase and storage of tapes.

As she explained, inspection oversight is not omnipotent, and due to the small number of inspectors, frequent visits to business entities are not possible. That is why eFscalization enables citizens themselves to become controllers of the system. In order to determine whether turnover was reported to the Tax Administration, it is enough to read the QR code after receiving the fiscal receipt.

Although the new system was supposed to include green markets starting from May 1, this will not happen. As the representatives of market sellers announced the day before, their activity will not be fiscalized, but they are ready to respect the state and reach a solution in the coming period.

According to Bojovic, the original idea was to introduce fiscalization to all market traders, except those who sell their own products, such as agricultural producers.

-On one market you have those who sell chemicals, bags and so on, on the counter, and you also have a shop on the side that sells the same. The only question is whether the system is fair enough to both of them, i.e. that all trade in these products enters the system of fiscalization. Of course, we agree that a good agreement should be made between them and that the effects of such actions should be determined – to what extent it brings administrative burden for businesses and how much is the benefit for the state - says Bojović.

In case of internet connection interruption or no Internet in the given environment, a receipt may not reach the Tax Administration at the time of issuance. The law then stipulates that the taxpayer submits data on issued receipts to the Tax Administration periodically or immediately after establishing an Internet connection, and no later than within five days from the day of issuing the receipt.
