IMF mission visited NALED

Representatives of the International Monetary Fund Mission headed by Jan Keys Martein and Permanent Representative to Serbia Julia Ustyugova visited NALED on Thursday, March 17, and talked with the organization's leadership about the reform processes in our country.

It was pointed out at the meeting that in 2021, the focus of the Government of Serbia was not on systemic reforms due to the limited mandate, but rather on reform shifts, especially in the finance department, such as the introduction of eFiscalization and eInvoices.

Representatives of NALED informed the IMF delegation about the reform initiatives of the organization proposed to the Government of Serbia, and especially about the process of adopting the new Program for Combating Shadow Economy until 2025 and measures proposed under this strategic document, such as reducing fiscal wage burdens and the introduction of a single electronic register of non-tax duties. The IMF delegation was particularly interested in the analyzes that NALED is preparing in the field of taxes and the impact of tax policy on the reduction or growth of shadow economy.

Topics of discussion were also reforms in the field of labor law, such as the extension of the simplified procedure for hiring seasonal and occasional workers to ensure the rights of workers engaged in such jobs and to regulate non-standard forms of work.

Another important topic covered at the meeting was resolving property and legal issues over real estate and especially the need for faster resolution of legalization of more than two million illegally constructed buildings, solving problems with cooperative land, conversion of use rights into property rights with compensation, and challenges with payment, sales, and rental taxes.

The meeting also touched upon the topics of environmental protection identifying them as important in the process of Serbia's accession to the European Union and where further work is needed to reform the policy of collecting taxes and fees to respect the "polluter pays" principle in our country.

NALED was represented at the meeting by the President of the Management Board Vladislav Cvetković, Executive Director Violeta Jovanović, Vice President of the Alliance for Fair Competition Igor Lončarević, directors of departments and units of NALED for Competitiveness and Environmental Protection.
