Online session of the eGovernment Alliance was held

The first session of the eGovernment Alliance this year presented the current projects by NALED and the Government of Serbia in the field of digitalization and eGovernment.

The meeting was attended by the Assistant Minister in the Ministry of Trade, Tourism and Telecommunications Milan Dobrijevic, Senior Adviser in the Cabinet of Prime Minister Svetlana Jovanovic, representatives of NALED Executive Office and members of the eGovernment Alliance.

Members were informed about NALED's ongoing eGovernment projects - improving the electronic delivery of documents financed by the European Bank for Reconstruction and Development (EBRD), two projects supported by the German Development Cooperation (GIZ) - Digitization of municipal land management in cooperation with Telegroup and introduction of virtual ChatBot assistant in local governments in Serbia and BiH in cooperation with SAGA and the Chamber of Commerce of Republika Srpska, as well as health digitization projects and "StarTech" program to support innovative entrepreneurs, funded by Philip Morris.

When it comes to government projects, Milan Dobrijevic acquainted the present members with the current activities of the Ministry of Trade, Tourism and Telecommunications, including the projects for connecting schools to the academic network, building wireless networks in schools, introducing broadband internet in rural Serbia, as well as the regulatory activities of MTTT regarding amendments to the Law on Electronic Document, Electronic Identification and Trust Services in Electronic Business, as well as amendments to the Law on Electronic Communications. He also acknowledged NALED’s work on the analysis of regulatory and administrative barriers in the construction of the base station network, and announced the involvement of the Ministry in further activities on this topic. The development of an e-commerce guide has also been announced and will be published in collaboration with USAID.

Svetlana Jovanović presented the Government activities in the field of digitalization and eGovernment, primarily the project for introducing eSickleave, that is, the abolition of the obligation to submit remittances in paper by an employee on sick leave, and the introduction of eOffice and eArchives at the state level, as well as the introduction of the electronic payment option on the eGovernment Portal for all services of the Ministry of Interior, starting from March 16. The service will enable the abolition of the obligation to submit proof of payment, at least when it comes to electronic services of the Ministry of the Interior, which is one of the long-standing priorities of the eGovernment Alliance.

Members were notified of the delayed application of the Office Operations Regulation, postponed until 1 February 2022.

In the following period, the Alliance members will have the opportunity to comment on the text of the regulation, which will explain in more detail the functioning of the electronic archive.
