NALED has conducted five practical trainings aimed at strengthening the capacities of public administration for the implementation of the ePlati system and the Single Register of Non-Tax Revenues (JENP), with participation from more than 80 representatives of 25 republican government bodies.
The trainings were organized during April and May at the SKIP Centre of the Ministry of Public Administration and Local Self-Government, as part of the “Capital Innovation Point Serbia (CIPS)” project, supported by the Republic Secretariat for Public Policies.
As a reminder, as of January 1, 2026, authorities are required to enable citizens and businesses to pay fees and charges electronically, as well as to access electronic records of payments of fees and charges ex officio. In this regard, institutions are required, among other things, to list all fees and charges they collect through the Single Register of Non-Tax Revenues, and to connect their procedures and fees with the ePlati system.
Given these obligations, the trainings were designed to provide adequate support to institutions in their implementation. During the first part of the training, participants were introduced to the ePlati system, with a special focus on electronic access to payment records. The second part was dedicated to practical work in the Single Electronic Non-Tax Payment System (JENP), where participants, with mentoring support from trainers, entered and updated data on fees and charges.
In addition, the Customs Administration was selected as a pilot institution that will be the first, with project support, to list all its fees and charges and to organize and publish all its procedures on the ePlati system. In the previous period, Customs Administration officials were trained in the use of the ePlati and JENP systems, and a test listing of fees and charges was completed. Publication of procedures is expected in the coming months.
Activities on the reform of digitalization of fee and charge payments are being implemented through the Working Group for the Development of the Architecture of the Electronic Non-Tax Revenue Payment System, led by the Ministry of Finance of the Republic of Serbia, with the participation of the Treasury Administration, the Office for IT and eGovernment, the Republic Secretariat for Public Policies, and NALED.
The Capital Innovation Point Serbia (CIPS) project is implemented in cooperation with the Science and Technology Park Belgrade as coordinator, together with partners NALED, the Science and Technology Park Novi Sad, the Faculty of Technical Sciences of the University of Novi Sad, and Data Cloud Technology, as well as associate partners the Institute of Physics and the Faculty of Electrical Engineering, University of Belgrade. The project is part of the network of European Digital Innovation Hubs (EDIH) and is co-financed by the European Union.
