Digital Transformation at the Local Level: Visits to Kragujevac, Čačak, and Bela Palanka within the “eGovernment for All” Project

Over the past two days, the Digital District team from the Office for IT and eGovernment visited Kragujevac, Čačak, and Bela Palanka as part of the “eGovernment for All” project, which aims to promote digital transformation at the local level and improve the quality of services that local governments provide to citizens and businesses.

During the visits, the team presented the project’s activities and timeline, as well as key electronic services and tools that contribute to digital transformation. They explained the functionalities and benefits of electronic platforms such as the eGovernment Portal, the electronic identification application for citizens, document delivery to citizens’ eMailbox, electronic payment services, the Records Management System (Pisarnica), and many others.

In Kragujevac, priorities included introducing additional electronic services for businesses, conducting training for city administration employees—starting with the use of the Records Management System—improving communication systems with citizens, and utilizing the resources of the State Data Centre for the secure storage of municipal data.

In Čačak, the focus was on fully transitioning to the Records Management System, promoting ePisarnica as an online service counter for citizens, introducing cloud-based electronic seals, and enabling access to registries through the eZUP data exchange system. Representatives of the local government in Čačak also expressed great interest in expanding the range of available eServices.

In Bela Palanka, emphasis was placed on increasing the number of employees using the electronic identification application for citizens, as well as introducing the cloud-based electronic seal and strengthening the promotion of services available to citizens.

At the end of each visit, the next steps were defined with all three local governments. It was agreed that the Digital District team, together with the municipalities, will develop an operational plan to provide materials, training, and technical support for the improvement and introduction of new electronic services.

Ten cities and municipalities across Serbia are beginning their digital transformation through the “eGovernment for All” project, jointly implemented by the Office for IT and eGovernment, the Ministry of Public Administration and Local Self-Government, NALED, and the United Nations Development Programme (UNDP). By providing expert, technical, and mentoring support, the project enables the modernization and improvement of public services in local governments — including Beočin, Bela Palanka, Čačak, Despotovac, Ćuprija, Kragujevac, Niš, Pirot, Veliko Gradište, and Vranje.
